Fred-Blough-141Fred specializes in international sales & marketing, program management, business development, contract administration/negotiation, technology commercialization, market analysis, personnel management and economic development.

From 2001-2006, Fred was responsible for national business development of NASA Langley Research Center’s Small Business Innovation Research (SBIR) program. He developed joint marketing partnerships with Lockheed Martin, Northrop Grumman, Raytheon and other large prime contractors to infuse NASA SBIR company awardees into their supplier base.

Previously he served for four years with the Virginia Department of Business Assistance, promoting economic development by meeting with basic industries operating in Virginia and ensuring that the needs of businesses across the Commonwealth were identified and met. He also was the European Sales Director for Network Dynamics, responsible for directing all aspects of the European sales and marketing efforts including development of sales force, expansion of new customer accounts, management of existing business, and identification of new markets.

His background includes 30 years with IBM in the World Trade Corporation & Federal Systems Division. Fred managed the business relationships for multimillion-dollar contracts between the Federal Systems Division and IBM country marketing organizations and customers worldwide.
